    PEMBERIAN cuti bersalin sebanyak 90 hari berbanding 60 hari sebelum ini kepada penjawat awam wanita menimbulkan dua reaksi berbeza.

    Ketika Presiden Persatuan Kesihatan Ibu dan Bayi Malaysia (MAMANEH), Prof Madya Dr Harlina Halizah Siraj bersetuju dengan fleksibiliti menentukan sendiri tempoh cuti bersalin, Perunding Rakan Sebaya Penyusuan Ibu Malaysia, Nor Kamariah Mohd Alwi pula berpendapat ia hanya mengehadkan bilangan anak buat wanita bekerjaya.
    Mengulas lanjut, Nor Kamariah berkata, mengikut peruntukan itu, cuti 90 hari daripada 300 hari perkhidmatan itu sama dengan cuti bersalin 90 hari untuk anak pertama hingga tiga saja.

    “Sebelum ini, kerajaan memberikan cuti dua bulan dengan peruntukan 300 hari sepanjang tempoh perkhidmatan dan bilangan itu bersamaan dengan tempoh cuti bersalin hingga anak kelima. Sekarang, bilangan cuti bertambah, tetapi dengan peruntukan sama 300 hari.

    “Ini bermakna cuti hanya untuk sehingga anak ketiga, jika wanita terbabit mahu mengambil cuti sehingga 90 hari setiap kali bersalin,” katanya.

    Bajet 2011 antara lain memberi tumpuan kepada penjagaan keluarga, terutama anak yang baru dilahirkan. Bagi menambah baik kemudahan cuti bersalin kepada penjawat awam wanita, kerajaan memberi fleksibiliti untuk menentukan sendiri tempoh cuti bersalin bergaji penuh tidak melebihi 90 hari berbanding 60 hari pada masa ini. Kemudahan itu tertakluk kepada kelayakan keseluruhan bilangan cuti bersalin sebanyak 300 hari sepanjang tempoh perkhidmatan.

    Sementara itu Dr Harlina yang juga Naib Presiden Pertubuhan Jamaah Islah Malaysia (JIM) juga berharap sepanjang tempoh itu, ibu mengamalkan penyusuan ibu sepenuhnya.
    Beliau yang juga berharap kelonggaran juga diberi kepada ibu untuk bercuti beberapa minggu sebelum bersalin berpendapat memberikan penyusuan penuh dalam tempoh tiga bulan pertama dapat membentuk hubungan baik ibu dan anak.

    “Bayi pada usia berkenaan lebih kondusif menerima rangsangan, justeru ‘lebih kuat’ untuk ditinggalkan ibu ketika keluar bekerja selepas tempoh cuti bersalin berakhir.

    “Majikan tidak seharusnya melihat cuti panjang diberi menjejaskan produktiviti organisasi kerana banyak bukti menunjukkan wanita berjawatan penting hari ini, mempunyai anak ramai, tetapi tetap fokus terhadap tugas,” katanya.

    KUALA LUMPUR: A budget that empowers women and appreciates the role of families.

    This was the view of Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil on the 2011 Budget, which she felt would enable women to join the workforce without sacrificing their responsibilities to their families.

    Sharizat, in describing herself as "the happiest minister in the cabinet", said the government had met several of her ministry's requests, including the 90-day paid maternity leave that she described as a landmark decision.


    She said women should seize the moment as the government had made it viable for them to discharge their multifarious duties.

    She was pleased that there was enough money for the disabled, elderly and single mothers as well as a special allocation to allow for collaboration with non-governmental organisations.

    This, Shahrizat said, would help curb social aberrations by addressing the root of the problem.


    "These are the things that we had kept our fingers crossed for."

    Sharizat added that she would be pushing for the private sector to implement the maternity leave decision.

    Women's Aid Organisation executive director Ivy Josiah congratulated women's groups and trade unions for persistently advocating the 90 days of paid maternity leave.


    "The government must now ensure that there is no backlash by employers who may avoid hiring female workers," she said.

    Welfare assistance for senior citizens has seen an allocation of RM166 million while RM121 million has been set aside for children's assistance programmes, which will benefit 97,000 children.

    Another 80,000 disabled individuals will benefit from the various programmes that had been allocated RM218 million.

    Rural and National Development Minister Datuk Seri Mohd Shafie Apdal was pleasantly surprised at the allocation.

    "Any comments about this Budget not benefiting the indigenous peoples are not true.

    "The Malays and the Orang Asli have not been marginalised as the generous allocation shows."

    He said funds allocated to his ministry were in line with the country's target of becoming a developed nation.

    The government will also double the allocation for the Distribution of Essential Goods Programme from RM100 million this year to RM200 million next year.

    The programme aims to standardise prices of essential goods in rural areas in Sabah and Sarawak.
