I am not sure about how to get there by public transportation. But since our office is next to the Government Complex (Soon-raja-garn) I believe you can find mini vans to Government complex at Victory Monument.
For big buses, get on ones that are taking the Vibhawadi rd., bounding northward out of Bangkok. (usually, those buses’ destinations are Talad Thai, Thammasat University, Future Park Rangsit, Pakkred.) Then get off at Vibhawadi and Chaeng Wattana.
Taxi might be a better choice of transportation.
