KOTA BARU: Poor couples in Kelantan can apply for RM1,000 to tie the knot under the state's newly-launched Gerbang Az-ziwaaj, or "gateway to marriage", scheme.
Those earning RM700 or less are eligible to apply for the funds for which RM1.5 million had been allocated.
Menteri Besar Datuk Nik Abdul Aziz Nik Mat, when launching the scheme yesterday, said that couples must believe in the marriage institution.
"Allah created all living things in pairs. We want to educate the people to do it the right way by getting married and not commit rape or adultery.
"Young men should not just take out girls as they like. It is not the way of people with religion."
Nik Aziz hoped that with the introduction of the scheme, the number of children born out of wedlock and cases of abandoned babies would be reduced.
Meanwhile, state Human Development, Youth and Sports Committee chairman Abdul Fattah Mahmood said the RM1.5 million fund would be spent this year.
"It will be distributed to 1,500 couples. If the demand exceeds the allocation, we will ask for an additional allocation."
Fattah said the programme was part of Pas' 2008 election manifesto but denied that it was being launched now because the general election was near.
"It was launched a bit late because of the preparations that had to be done. This is also the most suitable time. All promises made in the manifesto will be implemented in phases and not in one go.
"We have a special committee to ensure the implementation but it's the state government which decides which one has higher priority."
Fattah also said the programme was not a duplicate of the mass marriage programme introduced by the Women, Family and Health Committee which was a "one-off" programme.
"Our programme will be continuous, although we are concentrating on helping the poor youths to get married first in the early stage," he said.
